Instructional video is started to be used at the beginning of 20th century and many researches on the effects on the learning progress have been carried out through its findings up until now. Particularly with the help of developing technology the use of video in e-learning environments has increased, and it has been integrated into e- learning environments that provide increased time and space flexibility. The instructional videos used are presented to the learners through the interaction with the medium, and the interaction of the learners with the content is restricted by the media and the video player. The interaction between learning and learning environments with new approaches in education allows learners to interact with its content in better restructured environments, without merely being restricted to such environments. The contents, for this interaction, are presented as interactive teaching videos to learners. It has been observed that the use of interactive video is not only as a content but also as a part of the evaluation process, but in this process the interactive video is presented and the evaluation process is done with the classical method. The main purpose of this study is to establish a formative evaluation environment in which the educational video content will be presented as interactive learning, and to examine the interaction behavior of the learners with the media and instructional video contents in this environment.
