This study aims to model structure of ICT integration into learning and teaching process. Therefore, a three phase mixed method was utilized in this study. In the first phase, a structural equation model which aims to investigate school and teacher related factors on teachers ICT usage was proposed and tested. In the second phase, teachers opinions related to the current situations about perceived need for professional development, ICT ability, support and barriers were determined. Based upon these points, in the third phase of the study, a professional development program in order to achieve ICT integration was developed. The opinions of the teachers about the program were determined after its implementation.
