The growing multi-cultural social structure in the world has accelerated the language teaching studies at early ages. Studies regarding teaching Turkish at early ages, on the other hand, is unprovided with theoretical foundation in spite of the need felt. Lack of theoretical knowledge on the subject leads to deficiencies in material formation and teaching processes. In this dissertation study, it is aimed to determine a road map and create a sample topic in respect of generating activities based on the skills of listening, speaking, reading and writing in teaching Turkish as a foreign language to young learners and adolescents limited with age groups and the needs of learners. It is expected for this road map which includes factors such as the method and techniques to be used and assessment and evaluation principles to be instructive in teaching Turkish to young learners in a given age range. While the materials, activities, methods and techniques to be used to teach Turkish as a foreign language to young learners are determined, ages, physical, social and cognitive development levels of young learners should be taken into consideration along with their families, cultures and enviroments. Language teaching studies that ignore the above factors will not produce positive results. In this context, basing the applications in respect of teaching Turkish as a foreign language to young learners upon theoretical foundation will ensure the process to produce positive results.
