The protection of personal rights on the internet maintains and renews its currency and importance with the development of the internet. The structure of the Internet arising from its technical features and its place in the mass media make the internet attractive in terms of the use of freedom of expression and press. However, it is seen that these freedoms are increasingly being interfered with. The majority of these interventions made within the scope of Law No. 5651 with the blocking of internet access constitute the purpose of protecting personal rights. The right not to be labelled, which is one of the personal rights and which is increasingly considered, serves to protect the presumption of innocence and the right to a fair trial, as well as to protect the dignity of the person. The practices of blocking of internet access within the scope of the right not to be labelled, a balance must be achieved because conflict and compete with the benefits of freedom of expression and press on the internet.
