Abstract
The aim of this study is to reveal the competencies that primary school students should have in order to improve their reading skills and to determine whether there is a consensus among experts on these competencies. This research, which was carried out with the modified Delphi technique, consisted of three stages. This research carried out with the modified Delphi technique; conducting interviews and literature review, applying the I. Delphi questionnaire and application of the II. Delphi questionnaire consisted of three stages. Semi-structured interview form and Delphi questionnaires were used as data collection tools in the this research. The expert group of the research consists of fifteen academicians and five classroom teachers. As for data analysis, descriptive analysis was used. In the analysis of the data obtained from the Delphi questionnaires, mean, standard deviation, median, percentage, quarter, interquartile difference and relative variability coefficient were used. In the definition of consensus, median, interquartile difference, percentage and relative variability coefficient values were taken into consideration. In order to ensure the validity and reliability of the data, transferability, credibility, consistency and confirmability strategies were used. As a result of the research, one hundred and sixty indicator expressions, forty competence items and seven competence areas were revealed. As a result of the Delphi surveys applied in two stages, it was determined that there was a consensus on all forty competence items. The competencies on the basis of the current study are grouped under seven competency areas: basic knowledge about reading skills, development of reading skills, measurement and evaluation of reading skills, individual development and reading environments, children's literature and reading texts, personal responsibility and professional development and cooperation and supports. In line with the results of the research, some suggestions have been developed for practitioners and researchers.
