The purpose of the research is to investigate lifelong learning in Turkey from past to present. Accordingly, lifelong learning in the process of historical change in Turkey was examined. In the study, firstly, conceptual and theoretical framework of lifelong learning is given; the objectives of lifelong learning and lifelong learning skills were explained; the relationship of this concept and non-formal education, adult education and public education is mentioned. In the following sections, the development process in Europe was examined and development process of lifelong learning in our country was explained in the findings section. The historical development of lifelong learning in Turkey was examined in two parts as pre-republic and post-republic. In this study, document analysis, one of the qualitative research methods, was used in accordance with the purpose of the research. For this purpose, first of all, the documents which are suitable for the purpose of the study and where they can be obtained were determined. The data needed to determine the conceptual and theoretical foundations of the research were obtained from books, theses prepared in the field, reports and articles prepared at national and international level. The documents that can be accessed during the research constitute the data set of the research. After checking the authenticity of the documents reached, the results were obtained by being analyzed in a systematic manner. Based on the literature review and the analyzed documents, it was seen that the lifelong learning concept is considered more important increasingly in Turkey. In parallel with the social, political, economic and technological developments experienced by the country, this approach has been reflected to all subsystems especially to the education system with an increasing acceleration.
