Abstract
The purpose of this study is to identify and evaluate through SWOT analysis Kosovo’s Health System’s strengths and weaknesses, opportunities and threats encountered and to give an idea of what should be done for a more effective and successful system. This study was carried out with the participation of 20 stakeholders using Kosovo’s Health System’s SWOT analysis and the nominal group technique. According to the conducted SWOT analysis it has been stated that Kosovo’s Health System has its own weaknesses (e.g. health insurance not provided for the entire population, inadequacy of health statistics, insufficiency of GDP dividend shared for health sector etc.), threats (e.g. political and economic instability, insufficient public confidence in health institutions, global financial crisis etc.), strengths (e.g. sufficiency of primary health care services, health employers’ high educational level, providing of health care services in each city and especially the opportunity of rural residents to profit from these services) and opportunities (working in cooperation with international structures, having a young and educated population, development of health tourism etc.). These facts show that WO(weaknesses-opportunities) and ST(strengths-threats) strategies can be applied. As a result Kosovo’s Health System will eliminate weaknesses using opportunities and in order to provide threat’s disposal it is recommended to apply strategies using existing strengths. It is considered that, in terms of both the methods and the results obtained this study, apart from Kosovo’s Health System, will also be beneficial to the managers of the health institutions that want to apply the SWOT analysis in their institutions or the units where they work.
